Abstract:

From June to August, VHATTC have participated in training for more than 200 staffs of new MMT clinics from 15 provinces. In order to response to the great demand of scaling up the MMT program all over the country, the training, what used to be held by Vietnam Administration of AIDS Control, Ministry of Health, since July 2012, has been under the charge of Hanoi Medical University with VHATTC as the implementing unit.

The 6-days training is composed of two modules: the first three days (the orientation course) is to provide basic knowledge on Methadone and Methadone Maintenance Treatment. All staffs in the clinic (including cleaners, guards, admins) need to complete this part. In the next three days, doctors, counselors and pharmacists will attend specific courses for each position. At the end of each course, the participants need to pass a test to get the certificate for being eligible to work in a Methadone clinic.

Abstract: Substance use disorders have been a global health issue. WHO’s statistics show that annual deaths due to alcohol abuse are about 2.5 million cases, and 300,000 of them among young men aged between 15 and 29, or 9% death cases in this age bracket. About 5.3 million persons are suffering from substance use disorders. Drug injection occurs in 148 countries and 120 of these countries have reported HIV among drug injecting populations. According to estimates in 2008, there were approximately 155 to 250 million people (3.5% - 5.7% of worldwide population) used psychoactive substances such as marijuana, amphetamine, cocaine, opiates and non-prescribed psychoactive prescription medication. Substance use causes serious consequences for users in terms of health and social impact, as well as for their family and community.

In Vietnam, the number of drug users has not declined in recent years and unsafe drug injection is still driving HIV transmission in many provinces. Despite tremendous efforts by the Vietnamese government and the society to control these dual epidemics, the health, economic and social burdens to family, community and society are significant. In addition, individuals who are affected by HIV and drug use have to confront with stigma and discrimination.

In collaboration with Vietnam Administration of HIV/AIDS Control of Ministry of Health, Hanoi Medical University is delighted to organize the conference “Substance Use Disorders and HIV in Vietnam.” The objectives of the conference are to introduce a range of state of the art treatments modalities and services at family, community, clinical facilities; to build a comprehensive perspective of SUD and treatment in relationship to HIV, and issues of the broader context, including system, community, family and human resources; and to establish a community of interested individuals and organizations around drug treatment and services in Vietnam. Having made significant contribution to social development, national health and Vietnamese health system over the proud 110 years of its history (1902 – 2012), Hanoi Medical University takes the responsibility of organizing the conference as an opportunity to affirm our leading role in the health care system of Vietnam, and to confirm that “Medical profession is a special one.”
