ISAP Researchers' Profiles
Angela Hawken, Ph.D. is an economist and policy analyst at the UCLA Integrated Substance Abuse Programs (ISAP) and an Assistant Professor of economics and policy analysis at the School of Public Policy at Pepperdine University. Before coming to the United States, she was a professor of economics and econometrics at the University of the Witwatersrand, in Johannesburg, South Africa. Hawken was the lead analyst on the cost-benefit study of the statewide evaluation of the Substance Abuse and Crime Prevention Act of 2000 (Proposition 36). She is the principal investigator of the evaluation of Hawaii’s swift and certain sanctions program (HOPE Probation).
