As part of the SOR 2 funding structure for the CA H&SS network, the California Department of Health Care Services (DHCS) established an Administrative Entity that would provide administrative support to the awarded hub and spoke providers.

The Administrative Entity (AE) will oversee, manage and provide training and technical assistance for the California Hub & Spoke System.  Advocates for Human Potential (AHP), University of California at Los Angeles, Integrated Substance Abuse Programs (UCLA ISAP) and Aurrera Health Group will work together as the AE under the guidance of DHCS. The AE will oversee funding on behalf of DHCS, subject to their approval.

AHP's role includes contracting with existing Hubs & Spokes and overseeing invoicing and payment, providing administrative technical assistance and monitoring data submission to the UCLA evaluation team and Aurrera' GPRA management. AHP's grantee liaisons will also routinely support the H&SS work on a regional basis through conference calls and individually as needed.

AHP has worked in the health and human services field for more than 30 years, with expertise in recovery support, addiction, substance abuse treatment, mental health, and homelessness interventions. AHP has served as the AE for hundreds of projects in dozens of states, including implementing the NTP REACH project (Narcotic Treatment Program Resource Expansion, Access, and Collaboration for Health) with UCLA-ISAP, as well as the California Youth Opioid Response: Expanding MAT for Youth and Young Adults (YOR California) with the California Institute for Behavioral Health Solutions (CIBHS). Aurrera Health Group

Aurrera Health GroupAurrera Health Group manages the GPRA data submission process for the SOR grant, which includes H&SS as well as several other projects providing direct treatment services.
