ISAP
was chosen by the State of California to evaluate the implementation
and outcomes of Proposition 36, which mandated that nonviolent
drug possession offenders be given the choice of substance abuse
treatment in the community in lieu of incarceration. ISAP reports
on the proposition's implementation, costs and cost-savings,
and influence on offender behavior are available here.
